TREASURER’S REPORT:\n\n\nA Treasurers report was not available. The Memorial Account Balance as of February 3\, 2023 is $37\,008.53.\nWomer was paid $5\,000 for downpayment to engrave names.\n8 Oaks pledged a $5\,000 donation\, $1\,000/mo. for the next five months.\n\n\n MINUTES: \n\n\nFebruary 4\, 2023 minutes were approved. Motion by D. Keller\, 2nd by H. Handwerk\n\n\n WEBSITE:\n\n\nThe website maintenance contract with Kessler- Feedman\, Inc. for $825 was renewed this month.\nThe 100 new names will be added to the alphabetic master list of all veterans. This updated list will be formatted to include veterans’ service information and posted on the website.\nThe “Welcome” message on the kiosk will be modified to include a second QR code that can connect users to the list of veterans mentioned above\, from the memorial site.\nKessler will be asked if the number of QR “hits” from the kiosk can be retrieved.\n\n\n DISCUSSION: \n\n\nWomer was paid $5\,000 for a down payment to engrave the 100 new names.\nMemorial Day program draft was presented by D. Keller and discussed.\nA Coast Guard Veteran will be added as speaker to have a representative from all five services.\nChrist will arrange for a sound system.\nMantz will set up a trailer for the stage.\nJustine Bachman is arranging Food Trucks.\nKeller will seek a bugler for TAPS.\nDellicker will bring a draft flier advertising the Memorial Day Program to the next meeting.\nA Memorial Picture for the Township offices is being investigated.\nZellner will continue to collect obituaries of veterans to be added to the memorial after family approval.\n\n\n NEXT MEETING:\n\n\nMarch 18\, 2023\, 10:00AM at the Lynn Twp Office\n\n\n ADJOURN: 10:50AM\, E Handwerk motion\, H. Office\, after an on-site meeting at the memorial. \n1.ON-SITE VISIT: \n\nThe committee met with Mat Watson at the memorial site to examine the sample engraving done by Womer on a granite paver left over from the project. Mat Watson is proposing to sandblast the 100 new names at a cost of $100/name in time for our Memorial Day program.\n\n\n2. TREASURER’S REPORT:\n\n\nThe Memorial Account Balance as of February 3\, 2023 is $37\,008.53. All of the project expenses have been paid to date.\n\n\n DISCUSSION – PANEL ENGRAVING:\n\n\nA round-table discussion ensued with all committee members regarding the engraving sample from Womer and his ability to provide the quality we want to retain the aesthetics and quality of the memorial.\nA summary of opinions included the following:\nUsing public money used for memorial costs require us to use the lowest cost services.\nEbenezer Cemetery Association is satisfied with Womer’s quality.\nWe need a contract to cover engraving specifications and liability for any quality issues that may occur during the engraving process.\nWomer needs to submit all insurance documentation with his proposal to the Township as all other contractors did during construction.\nIf Womer is used we would have two potential sources for future engravings.\nMoney (cost) is the primary issue in the decision to choose an engraver.\nA motion to contract Womer for the engraving was made by J. Bachman\, second by W. Mantz\, approved by all.\n\n\n NEW BUSINESS:\n\n\nKIOSK – A discussion was held about making more information available from the kiosk about veterans’ service. The information that we received from veteran’s applications will be made available through the website and possibly adding a second QR code on the kiosk that would link smart phones to the list of Veterans and their experiences.\nMEMORIAL PICTURE – The committee would like to present the four Townships with a framed picture of the memorial with small construction pictures around the border.\nChrist is meeting with Chris Brown on Feb 20\, 9AM to discuss Firefighter memorial and expansion ideas for the veteran’s memorial.\n\n\n NEXT MEETING:\n\n\nFebruary 25\, 2023 at the Lynn Twp Office

MINUTES: The May 18\, 2022 Minutes were accepted. Motion by D. Keller\, 2nd Handwerk\n\n  \n\n2. TREASURER’S REPORT:\n\n\nTotal cash donations since project start $323\,753.58\, Memorial Account balance $22\,723.05 as of July 29\, 2022. Motion to accept S. Bachman\, 2nd Rehrig\nBill Wenz said the cost for the granite pavers is $18\,378 which is his cost from the quarry. This is almost $10\,000 less than his estimate of $28\,000.\nAll of the expenses for the memorial have been received from our suppliers.\n\n  \n  \n\nWEBSITE: https://nwlehighvetsmemorial.org.\n\n\nMemorial Day dedication pictures and highlights added\nCoins for sale $20 ea.\nMemorial Design and Construction TAB populated with construction pictures through May 2022.\nFundraising is shown at 89% of $525\,000 cost.\nIllicit use of our website to test stolen credit cards through Stripe was detected and stopped on July 3rd. None of our donor’s cards were involved. Additional security measures to take credit card donations were implemented to prevent this from happening again.  The committee has no further responsibility to victims of the stolen credit cards.\nDellicker will compose a letter to send to school districts in Lehigh County inviting them to consider planning a field trip to visit the NWLV memorial.\n\n  \n\n NEW NAMES FOR ENGRAVING:\n\n\n64 new names of veterans have been submitted since the dedication.\n27 names were submitted by Slatington Legion from their cemetery lists that need to be validates as possible adds.\nBill Wenz said each new name will cost $250 to engrave on-site.\nThe committee discussed adding new names and decided to make December 31st the deadline for adding names for Memorial Day 2023.\nIn the future December 31st will be the deadline to submit new veterans for engraving each year into the future.\nJustine Bachman will design a form for people to request a veteran’s name to be added to the memorial.\nSocial media\, our website and email to existing donors will be used to communicate the process to submit new names for engraving.\nThe committee discussed how the engraving and memorial maintenance cost should be shared among the committee\, Townships and the people submitting new names.\nMotion: Committee shall determine an annual maintenance cost for memorial upkeep that will be presented to the four Townships with a request to provide funding in their budgets. Motion by D. Keller\, 2nd Bachman\nMotion: The Committee shall develop a fundraising campaign with a goal of $50\,000 to add new names before Memorial Day 2023. Motion by D. Keller\, 2nd Bachman\n\n  \n\n DISCUSSION ITEMS:\n\n\nChrist will talk to Lynn Township to determine how much the committee owes for memorial construction and soft costs.\nChrist will also discuss security cameras and property insurance for the memorial with Lynn Township.\nA second printing of Souvenir Booklets was discussed. TREASURER’S REPORT: The finances are being reconciled as donations and bills are in being processed.\n\n  \n\nWEBSITE: https://nwlehighvetsmemorial.org.\n\n\nThe Audio Tour is now access able on the website.\nJustine will post it on Facebook.\n\n  \n\n DISCUSSION ITEMS RELATED TO THE DEDICATION PROGRAM:\n\n\nThe committee needs to develop a policy to add names to the granite panels in the future. There are 17 names that were missed on the initial engraving for the dedication and 14 names that need to be validated for years of service.\n\n\nIt was suggested that costs be identified and the best time of year to schedule added names.\nIdeas were to add the existing list of names prior to Veterans Day 2022 and have a fundraising ceremony to announce the new names.\nIt was suggested that each Township be approached to cover the cost to add names of veterans from their Township.\nWe should mention that names can be added at the dedication.\n\n\nDedication Ceremony:\n\nThe NWL High School marquis is posting the Memorial Day dedication.\nWorking with the NWPress to get a community service announcement at no cost.\nOntelaunee Park marquis has the dedication posted\nJustine asked Ch 69 and Ch 13 advertise the dedication\nDavid reported that NT Bank did include the dedication in their flier.\nMaps for dedication day were viewed and discussed. Updated maps are attached.\nJustine will contact the school music teachers to coordinate student assembly areas.\nBill D will rehearse flag raising with Boy Scouts.\nWreath laying will be done by Mantz\, Haas\, Bachman and E. Handwerk the day before the dedication on Sunday\, May 29 at 1:00.\nAll speakers shall email their remarks to Dave to be collated in a binder on the podium.\nBill D. will coordinate sound system with Marty Bennecoff.\nHot dogs were ordered from Weis Markets by Don $0.80 ea. Mantz\, approved by all.\n\n  \n\nWEBSITE: https://nwlehighvetsmemorial.org.\n\n\nThe Audio Tour is now access able on the website.\n\n  \n\n DISCUSSION ITEMS RELATED TO THE DEDICATION PROGRAM:\nCopper coins have been delivered. The inventory of both the copper coins and the original colored coins were given to Justine and Steve Bachman to sell at the dedication.\nAudio Tour and QR Code on the kiosk message are complete and at the printer.\nAdvertising for the Dedication Ceremony:\n\nBill D will ask the school to post on their marquis\nDon will ask Townships to advertise on mailings and websites.\nDon and Bill will ask NWPress for coverage\, include a flier.\nJustine will ask Blue Ridge Cable to advertise\nDavid reported that NT Bank did include the dedication in their flier.\n\n\nMaps for dedication day were viewed and discussed. Updated maps are attached.\nRehearsal is needed for all participants in the dedication ceremony\n\nBill D will contact the school music teachers to coordinate sound requirements and student assembly areas. Number of a cappella singers.\nBill D will rehearse flag raising with Boy Scouts.\nWreath laying will be done by Mantz\, Haas\, Bachman and E. Handwerk the day before the dedication on Sunday\, May 29 at 1:00.\nAll speakers shall email their remarks to Dave to be collated in a binder on the podium.\n\n\nBill will coordinate sound system with Marty Bennecoff.\nHot dogs were ordered from Weis Markets by Don $0.80 ea. Lynnport Fire Co. will cook and serve.\nIce Cream bars\, $1.20 ea. And two freezers with 300 bars ea. were approved to be ordered.\nGirl Scouts will hand out Ice Cream and Dedication Programs\nWater still needs a supplier.\nBill Mantz will put the trailer and steps in place on Sunday May 29.\nAll committee members participating in the dedication ceremony should be at the Park by 9:00 AM.\nBill D will make name tags for Committee Members\, anyone with plastic badge holders should bring them to the next meeting for the name tags\n\n  \n\n CONSTRUCTION PROGRESS – Ron Jerdon: \n\n\nQuestion was asked about applying sealer to the granite. Both Chris Brown and Bill Wenz said sealer would not be a good idea in the long term for granite color and durability.  Wenz has materials to use for graffiti if needed.  Sealer may discolor the granite over time\nGrading and additional Top Soil is complete.\nAll granite components have been installed and caulking is complete and granite was pressure washed.\nEagle and kiosk will be installed on May 5.\nBollard concrete has been stained to match granite pavers.\nAnchor Fence will be replacing about half of the fence\, repairing the installation problems.\nRiver rock and mulch were added to freshen up the installation.\nRon will notify all of our contractors about the memorial Dedication and invite them\n\nto attend. \n\nQuestion about when security cameras will be installed.  Twp has not yet decided on\n\nscope or supplier. This needs to be done asap to deter vandalism. \n\nDon will ask the Township Supervisors if insurance coverage for the Memorial can be\n\nprovided. \n  \n\n SOUVENIR BOOKLET AND DEDICATION – Dave Keller:\n\n\nSouvenir Booklet and Dedication Program are currently in-print.\n14 booklets need to be mailed to donors.\n99 booklets will be hand delivered by committee members.\nDave has a personalized cover letter to accompany the booklets for donors.\nThere are two inserts for the booklets that will have Veteran’s Names submitted after engraving began and donors who made contributions after printing.\nDave composed a personalized letter to booklet recipients thanking them for their donation.\nAll speakers for the dedication program were asked to provide a text of their presentation to be included in a Scripted Folder for the speaker’s podium.\n\n  \n\n ADJOURN: meeting adjourned at 6:18PM by H. Keller\, 2nd Harold Handwerk\n\n  \n\nWEBSITE: https://nwlehighvetsmemorial.org.\n\n\nThe website is up-to-date with current events and a fresh new look with new background pictures and construction progress.\n\n  \n\n FORECAST OF REMAINING CONSTRUCTION COSTS AND CASH NEEDED: \n\n\nWe need $84\,446 in cash donations to cover remaining costs.\nWe need to do another blitz for donations to cover our costs.\n\n  \n\n QUOTATIONS and NAMES CURRENTLYBEING ENGRAVED: \n\n\nNames and quotations are being engraved on the eleven memorials at the rock of Ages quarry. The current oil crisis in the nation has made the rubber used for the engraving stencils scarce which may affect the engraving delivery.\n\n  \n\n EVENTS AND ACTIVITIES: \n\n\nRon Jerdon reported that the Lehigh Valley Chamber of Commerce is planning an event at 8 Oaks on June 1st\, 5:30 to 7:30. A portion of the proceeds will be donated to the memorial.  Justine and Steve Bachman volunteered to sell coins at the event.\nWe were notified by the VFW magazine that they will be running an article about our NWL Veterans memorial in the May Issue.\nThe name the eagle contest has been completed; 81 names were submitted to the committee.\nThe committee members submitted their top three choices and the winner was “FREEDOM”.\nBill Dellicker will coordinate with Superintendent Holman the prizes and announcement of the winning name.\nA tally of the votes for the chosen names is attached.\n\n  \n\n KIOSK FOR THE MEMORIAL ENTRANCE\n\n\nLocal welder Nick Baer completed the fabrication of the kiosk which will be taken to a painter in Wind Gap for powder coating.\nA Lexan cover will be fabricated to place over the welcome message that was shown to the committee to decide on color options.\nThe committee chose the colored red-white and blue for the message background.\nIt will be placed on the column under the eagle at the memorial entrance.\nShawn Fies is working on recording an “audio guided tour” of the memorial that can be accessed with a smart phone from a QR Code on the Kiosk graphic.\n\n  \n\n COPPPER COMMEMEORATIVE COIN FOR THE DEDICATION:\n\n\nThe final quote for 250\, .999 pure copper struck coins is $2027 that includes shipping\, a lacquer coating and a round\, hard plastic container. ELECTION OF OFFICERS – 2022\, A motion was made by W. Mantz\, second by D. Keller to nominate the existing officers for 2022.  Motion approved by acclimation.\nChairman D. Christ\, Vice Chair H. Handwerk\, Secretary W. Dellicker\, Treasurer E. Handwerk. \n2. MINUTES: The September 30\, 2021 Minutes were accepted as written. \n3. TREASURER’S REPORT:   The bank statement of January 21\, 2022 for the Memorial account at New Tripoli National Bank shows a current balance is $180\,676.46.  To Date\, $276\,466.76 in cash has been raised. Motion to accept the report by H Handwerk\, 2nd by B. Mantz\, approved by all. \n4.  WEBSITE:  https://nwlehighvetsmemorial.org.\nThe annual Analytics report was discussed.  This report shows activity for our website.  Wayne Kessler\, our site manager\, summed up the report as follows:\nIn general\, traffic was up over 2020\, although a lot of that increase was from out of country visitors.  We have been seeing this a lot in 2021 for clients\, as other language search engines in other countries have been including English language content more and more.  The big growth has been in mobile usage of the site\, as it went from 29% to 37% of the sessions in 2021.\nThe other thing I thought I’d mention is that it appears that Facebook referred visits to the site went down in 2021 while Google traffic more than doubled.  The Google referred traffic is now more in line with what we should see going forward. \n5. PROJECT DESIGN AND CONSTRUCTION DISCUSSION: \n\nA chart showing construction costs\, forecasted costs and funds raised to date is attached. The chart shows total cost of the project is $524\,492 which includes all purchased labor and materials plus all in-kind services donated to the project.\nNote that $175\,000 has been donated by the Memorial Committee members in cash and in-kind services!  This is a significant fact that shows the personal dedication and commitment by the committee members.\nThe chart shows that we still need to raise $90\,000 to cover all of committed costs to complete the project.\n\nRon Jerdon sent these notes about construction progress: \n\nWenz Memorial has the granite pier caps and misc. pieces in their warehouse at this time. The panels are being finalized for fabrication.\nI am waiting for a reply from the mason contractor regarding the installation of the pier caps when the temperatures rise enough.\nThe electrical contractor is standing by and ready to install the light posts as soon as pier caps are in place. Then we will have permanent lighting operational.\nPaver installer can obtain the clay pavers in 2-3 weeks. Confirming he has obtained all approvals needed from Chris Brown.\nRemaining landscaping and reseeding to take place in the spring.\n\nAdditional notes\nFirst Generation (Bill Carmody) gave a verbal for a $1\,000 donation. I am arranging to pick it up.\nThe Lehigh Valley Chamber of Commerce is planning an event at Eight Oaks in May. They are considering the memorial as the recipient of all funds they raise on that day. I’ll keep you posted. \n\nThe first proof reading of the engraving drawing was completed and returned to Wenz last week.  The corrected copies are expected the week of 1/24 for final approval and sign-off.  Final approval will be completed and returned in a few days after receipt.  This will put our engraving job in the queue at the Rock of Ages quarry.\nIt was suggested to ask the NWL school to have a “Name the Eagle” contest to include the students in the memorial project.  We will be working with the school to give them some guidance about the significance of the eagle and criteria for naming it.  Consensus was to proceed.\nThe Kiosk has been designed.  Drawings will be taken to a local welder for fabrication.\n\n6. FINANCE COMMITTEE AND FUNDRAISING: \n\nTo date\, Don Christ has taken orders from donors for 9 trees.  There are 18 deciduous and 7 evergreen trees shown on the landscape drawing.\nWe still need to approach our area businesses to raise $90\,000 to cover the remaining expenses.\nBill Wenz was asked if he would consider mentioning our memorial project in his radio commercials on WAEB.  He said he would talk to Bobby Gunther Walsh of WAEB/790 about including our memorial as part of the commercials he does for Wenz on the radio.  This will give us a lot of exposure in the Lehigh valley and may result in some donations.\n\n7. DEDICATION PROGRAM AND BOOKLET \n\nDave Keller is organizing adds for the Dedication Souvenir Booklet.  To date he has 37 ads\, if all qualified doners want an ad it would be 50.\nThe booklet is currently at about 120 pages. The estimated cost per booklet is $19.50.  Dave is working with Mastercraft Printers to optimize cost with color/black and white printing\, binding type\, number of pages and quantity.\nDave is working on the correct tabulation for all of the donors for recognition.  Those who gave several donations at different times will be combined for a total sum.  We have 300 cash donors to date.\nConsensus of the committee was to put full page ads in for all four Townships to recognize their contributions.\nMarch 15 is the deadline for booklet contents so they can be printed in time for the dedication.\nAttached to the email for these minutes are documents showing the Cash donation categories\, a Draft Dedication Ceremony Program Agenda\, Summary of the Souvenir Booklet Content.\n\n8. DISCUSSION: \n\nCommittee members were asked to think about a dedication time and if we should schedule a rain date…to be discussed at the next meeting\nCommittee members who are veterans\, please submitted a short bio and picture to be included in the booklet GET YOURS INCLUDED!\n\n9. PROJECT DESIGN AND CONSTRUCTION DISCUSSION: \n\nThe engraving information that was sent to Wenz Memorials is in the Drafting department at the quarry in Vermont.\nFlagpole has been installed.\nStone veneer is complete the granite caps will be installed when granite components are received.\nFinished grading and drain box height has been completed.  Snow fence removed.\nFence posts have been set\, fence railings will be installed after seeding and planting is finished\, expected to be mid-October.\nPlanting of the shrubs around the perimeter with river rock and much will be completed the week of October 4th.\nElectric feed conduit and wire for the lighting will be installed the week of October 4.  Light posts will be installed after the granite caps are reinstalled.\nWorking with a fabricator to make a suitable base to mount the eagle on the masonry pier at the entrance.  The eagle install will also be done after the granite cap is placed on the pier.\n\n5. COMMEMORATIVE COIN  \nWe are working with a company to make a commemorative coin for the memorial as a fundraising idea.  Design will have the memorial picture on one side with Northwestern Lehigh Veterans Memorial text around the perimeter\, the other side will have a picture of our bronze eagle with the names of all four townships around the perimeter.  Approximate cost for 300 coins is $3.50 for sale at $20.00.  Target for coin delivery is before November 1st.  Authorization to purchase coins moved by Steve Bachman\, 2nd by Harry Haas\, approved by all. \n6. LETTERS TO VETERANS ORGANIZATIONS.\nLetters describing our memorial story were sent to the VFW and Legion Magazines as well as Town and Country Gazette in Walnutport.  42 letters were sent to VFW and Legion posts describing our memorial and asking for financial help.  An article was also sent to NWPress. \n7. FINANCE COMMITTEE AND FUNDRAISING:\nTo date\, Don Christ has taken orders from donors for six trees.\nVeterans Day “Drive-By-Fund-Raiser” fundraising was briefly discussed.  A meeting to plan that fundraiser will be called in the near future. \n6. PROGRAM AND BOOKLET\nDave Keller is organizing adds for the Dedication Souvenir Booklet.  The booklet is currently at about 120 pages.  Four committee members have submitted a short bio and picture (that was due by September 15) to be included in the booklet GET YOURS INCLUDED! \n7. MINUTES: The June 2\, 2021 Minutes were accepted as written. M – D Keller\, 2nd –\nH Handwerk\, approved by all. \n2. TREASURER’S REPORT:   The bank statement of August 10\, 2021 for the Memorial account at New Tripoli National Bank shows a current balance is $186\,672.38.  Motion to accept the report by J. Bachman\, 2nd by H Haas\, approved by all. \n3.  WEBSITE:  https://nwlehighvetsmemorial.org.\nThe website has been updated to remove old information and add the recent Memorial Update that was put in the NWPress on June 29\, 2021.  New pictures of construction progress have been added and the budget was changed to reflect the revised goal of $400\,000. \nNancy Zellner has completed cataloging and verifying information about veteran’s names\, dates of service\, duplicates and residence that have been submitted or collected for the memorial.  To date there are 2456 names for engraving.  The “final” list of names for engraving will be posted on the website in the next week.  The 2456 names will be listed in alphabetical order so that viewers can scroll through and ensure that their names are included. \nThere are approximately 15 names submitted by unknown sources that cannot be verified or identified as to when they served.  It was proposed that these names be posted on the website with a request that viewers give us information so they can be added at a later date if they qualify. \n4. PROJECT DESIGN AND CONSTRUCTION DISCUSSION:\nThe layout for engraving each of the 22 memorial panels has been completed and submitted to Earl Wenz\, Inc.  The complete list of names\, grouped in the War/periods\, was also sent along with detailed engraving instructions regarding letter size\, alphabetical order of the columns\, quotations\, panel numbers\, MIA and KIA symbols. \nBill Dellicker will contact Phil Wenz to verify that the engraving information that was submitted is what is needed to begin the layout drafting of the granite panels.  There was some discussion about an end date for accepting names.  This will be determined after discussions with Wenz about our position in the schedule for quarry production. \nRon Jerdon reported that Andrew Talago will install risers for the drain grates and tie-in the underdrain during the week of August 16\, if he receives the materials he needs.  After the drain work is complete and the electric conduit and pull box are installed\, Andrew will backfill and grade the site.  The sequence of remaining work\, after grading will be: \n\nInstall the granite memorial panels\nInstall pavers and stone veneer\nLandscaping\nInstall fence\, which is in storage\, already purchased to avoid price increases\nInstall Flagpole\, which has been ordered to avoid a 30% price increase and will be stored in the park maintenance building\nInstall electric lights and security camera\n\nThe type of security camera and location\, which will be part of a larger camara installation for the entire park\, needs to be determined by Lynn Twp. so the electrician can pull whatever conductors are required for the cameras.  Ron will determine if a Construction Committee meeting is necessary after talking to Bill Wenz\, Andrew and the electrician. \n5. FINANCE COMMITTEE AND FUNDRAISING:\nDon Christ reassured the committee that Lynn Township is committed to fund the costs for the memorial with a good-faith-agreement that the committee will continue fundraising efforts until the fundraising goals are met. \nThe idea of creating a “Go Fund Me” account was discussed as a fundraising tool.  After some discussion it was abandoned by the committee. \nDiscussion continued about the potential for fundraising and getting the word out using facebook.  After some discussion there was a consensus that there may be potential in using facebook to bolster our fundraising and publicizing memorial information.  Justine Bachman volunteered to set up a facebook account for the memorial committee and link it to our website.  There is no cost for this initiative.  As of August 15\, Justine has completed the creation of a facebook page and has linked it to our website.  WAY TO GO Justine! \nTerry Rehrig will work with Bill Dellicker to compose a letter and send it to Veteran organizations such as VFW and Legion to describe our memorial and ask for financial support. \nIt was suggested that we approach all four Townships to request that each of them sponsor the cost of one of the four benches inside the memorial.  The benches would be engraved in a discrete way to show Township sponsorship.  Don Christ will approach the Township leadership with this initiative. \nTo date\, Don Christ has taken orders from donors for five trees. \nSome of the $2\,500 donors have requested that their organization’s insignias be engraved with their name on the recognition plaque or granite panel outside of the memorial.  The consensus of the committee is that recognition should be etched in granite\, rather than cast on a bronze plaque.  Bill Dellicker will ask Phil Wenz if this can be done. \nDon Christ circulated a sign-up sheet to staff the booth at “Night in the Country” Bill D. will create a handout for that event to explain how to make a donation and visit our website and facebook page. \n6. PROGRAM AND BOOKLET\nDave Keller is organizing adds for the Dedication Souvenir Booklet.  Dave suggested that we hold an event on Veterans Day.  A “Drive-By-Fund-Raiser” in the park.  Ron Jerdon suggested we try to get some military vehicles and equipment to draw interest and attendance.  This will need further discussion and volunteers to help organize this event. \n7. DISCUSSION:\nJustine Bachman suggested that each committee member write a short bio about their military service so it could be included in the Souvenir Booklet.  The committee agreed it would be a nice addition and request that the bios be submitted by September 15. \n8. Mantz\, approved by all.\n\n\nWEBSITE: https://nwlehighvetsmemorial.org.\n\nNancy Zellner has been doing an incredible job verifying information about these names\, dates of service\, duplicates and verification of residence to ensure accurate information will be permanently engraved on the granite panels.  To date we have 2425 names submitted. \nThe website will be updated to reflect the recent change to the dedication date from Veterans Day 2021 to Memorial Day 2022 as well as budget changes caused by increased material costs all resulting from the covid situation.   Also\, old information will be replaced with new pictures of construction progress. \n\n PROJECT DESIGN AND CONSTRUCTION DISCUSSION:\n\nThe Construction Sub-committee met on April 6 and April 27 and May 3.  Discussion centered around bid evaluations and selection of suppliers and contractors who responded with bids.  Much of the discussion was about alternative design and materials for the paved area inside the memorial.  The desire of the committee was for granite pavers throughout however\, costs were extremely prohibitive.  So\, alternates were investigated by C Brown and R Jerdon along with the suppliers to come up with an attractive and durable design using both granite and brick pavers.  After weeks of alternate design reviews between Jerdon\, Brown and Suppliers\, a final paver layout was accepted by the sub-committee. \nDuring the meetings the committee evaluated and selected successful bidders and gave the go-ahead to contract for the flagpole (Eagle Flag & Supply)\, cast-in-place concrete (Engelman Construction)\, and electrical work (G-C Electric Company).  These contractors and suppliers will allow completion of all the underground electric\, drainage\, concrete footers and slab\, and the masonry fence pillars.  Penn Mount Stone was selected as the supplier for the stone veneer on the fence and pentagon.  Re-bar drawings were approved and the flagpole sleeve was ordered for the concrete placement.  All of these bidders are considered to be very competent and also were the lowest cost bidders.  Certificates of Insurance are on file for most of the contractors. \nThe committee met at the site to review the work that Andrew Talago performed for the Phase one work including elevation benchmark\, herring bone drainage and modification to the underground drain lateral at the memorial entrance.  Keystone Engineers was contacted to provide survey layout for the placement of the concrete footers.  Concrete placement is scheduled to begin the later part of the week of June 6\, 2021. \nThe committee has communicated with three suppliers who bid on the granite pavers and memorial panels.  The consensus is that Earl Wenz Inc. is the most experienced erector and lowest cost supplier for the type of granite material required.  The estimated delivery time for the memorial panels was stated to be 4 to 6 weeks after the approved layout for the engraving is received.  N Zellner and W Dellicker with take the next two months to finalize the panel layouts using the names on file for veterans\, quotations and war eras. \nAs we move forward with contractor work\, Chairman Christ asked for consensus of the full committee to authorize the Construction sub-committee to release contracts for the granite\, landscaping and other contractors who have bid on the work for the project. \nMotion by S Bachman\, 2nd W Mantz\, approved by all. \n\n CASH ON HAND\, EXPENSES PAID AND DONATIONS REQUIRED TO MEET BUDGETED COSTS:\n\nAs we move into the summer\, we discussed fundraising status for reaching all businesses in the four Townships.  There is still a lot of effort required to reach our funding goal.  Heidelberg and Lowhill may need help to contact businesses.  H Haas said he delivered 75 packets to businesses in Weisenberg\, Bethlehem and Allentown.  It was suggested that we plan an event for next Veterans Day and Night in the Country. \nD Keller said the finance committee met on March 17\, 2021 and are moving forward with the Dedication Booklet and program.  Ad requests have been coming in slowly. \n\n DISCUSSION:\n\n\nDonald Christ purchased a bronze eagle for the entrance to the memorial. The eagle is in his garage for anyone to view after the meeting.\nDiscussed the need for an update to be placed in the NWPress to communicate the new dedication date and budget along with a construction update.\nRon suggested we ask the Press for “free” publicity in return for an ad in the memorial booklet.\n\n\n ADJOURN: Motion by W Mantz\, 2nd H Haas\, adjourned at 6:10PM.

TREASURER’S REPORT: The bank statement of January 29\, 2021 for the Memorial account at New Tripoli National Bank shows a current balance is $151\,086.92\n\n  \n\nWEBSITE: https://nwlehighvetsmemorial.org.\n\nNames of 2200 Veterans have been submitted for engraving along with their service information.  Veteran’s names can be viewed in alphabetical order on the memorial website. \nNancy Zellner has been doing an incredible job verifying information about these names\, dates of service\, duplicates and verification of residence to ensure accurate information will be permanently engraved on the granite panels. \nThe donations tab was updated to include the form for Donation Recognition that people can access and print out to donate trees\, benches and Ads for the Souvenir Booklet. \nOur website maintainer sent the Google Analytics data for 2019 and 2020.  This data shows the number of visits to our website for each year and graphs the two years for comparison and shows when the visits were made\, and other user information.  In 2020 there were 2\,172 visits compared to 716 in 2019.  1\,568 visited the Veterans sign-up page to access the form for engraving names.  A summary of the information is attached. \nLynn Township is in the process of contracting for website maintenance for another year at a cost of $700. \n  \n\nNORTHWESTERN PRESS ARTICLE:\n\nAnna Gilgoff will write an article for the Northwestern Press to update the community about the beginning of actual construction\, Phase 1\, which Andrew Talago started on January 28\, 2021 by donating his company’s excavation services. \nThe article will also cover our plans for accomplishing the remaining work in three phases\, a status of our donations to budget\, and the fundraising campaign that is just getting underway to solicit donations from area businesses for our Souvenir Booklet. \n  \n\n PROJECT PLANNING:\n\nThe committee discussed the need to describe the project construction plan in phases that can be communicated to the public as we move forward with construction.  Four phases will be used to describe the construction plan: \nPhase 1 – E&S control\, Excavation\, clearing\, drainage and utilities trenching.                                                                                               Phase 2 – Concrete foundations\, footers and final grading for pavers. \nPhase 3 – Procurement of granite panels and layout of names and quotations. \nPhase 4 – Laying of pavers\, fence\, lighting\, trees and finish work. \nThese phases will likely overlap\, but will show a high-level plan for construction that can be used to describe the project’s progress in our public communications. \nRon Jerdon said he would put together a detailed construction schedule showing the scope and sequence of the work for project management. \nAs our Construction Manager\, Ron will coordinate the contactors who will be selected to do the remaining work. \n  \n\n CASH ON HAND\, EXPENSES PAID AND DONATIONS REQUIRED TO MEET BUDGETED COSTS:\n\nAs we begin our fundraising campaign\, a brief review of cash on hand and donated services from Townships and Andrew Talago’s Phase 1 work shows we need to bring in about $82\,000 more to meet budget. \nRon Jerdon said he would pull together contractor pricing for more detailed accounting our construction finances. \n  \n\n QUOTATIONS for memorial panels: \n\nThe current list of historical\, patriotic quotations to be engraved on the memorial panels is attached to these minutes.  These quotations will be engraved on each of the granite panels under the appropriate era to give an historical context to the memorial panels. \nA quote from the first female Army four-star General Ann E. Dunwoody\, has been included to recognize female veterans in our quotations. \nAfter discussion\, quotation #9 was amended to remove “who allows the protester to burn the flag” for a more positive context. \nA motion was made to include these “Quotations for Memorial Panels” as amended. \nMotion – Ron Jerdon\, 2nd – Harry Haas\, approved by all. \n  \n\n DISCUSSION:\n\n\nAndrew Talago suggested running a spare conduit to the northeast side of the memorial with a box for future electrical needs. The committee agreed.\nChris Brown suggested removing the existing wooden pole with a camera and place cameras on the light poles on the memorial fence. Committee agreed\, Don Christ will get permission from Lynn Twp.\nRon Jerdon said he would retain possession of all required permits and drawing as there is no suitable location to store them on-site. Committee agreed.\nRon Jerdon had one of the ceremonial chrome plated shovels engraved with the groundbreaking ceremony and date.\n\nHe is donating this shovel to the Committee. \nIt was suggested that a suitable place to put the shovel may be in a wood case with glass on display in the pavilion. \nFurther discussion is needed by the committee for a suitable place to display the shovel. \n\nIn discussing project timeline\, it was suggested that we should solicit bids for the granite panels so we can work with a supplier to get all mounting and engraving details set\, and to lock in a delivery schedule.\nDonald Christ handed out packets of information for committee members to take to local businesses for donations.\n\nHe suggested that each township should solicit donations from the businesses in their respective township. \n25 of the packets will be given to each township office. \nDave Keller explained the contents of the packets and suggested that an electronic copy of the copy be sent to committee members\, the pages in the Packet are in the attachments to the email with these minutes. \n\nDave Keller reviewed a “Summary of donations” spreadsheet he developed to show where donations have come from to date. The data shows that 171 individuals have donated $48\,798 and 13 organizations have donated $102\,392 as of January 29\, 2021\, for a total of $151\,190.  It shows that there are many more organizations and businesses that could be contacted.\n\nPlease contact Dave Keller to tell him which businesses you will be soliciting donations so that we don’t have multiple contacts and to ensure we are not missing any potential donors. \n\nDonald Christ began discussions about placing a bronze eagle at the entrance to the memorial. A quote from the first female Army four-star General Ann E. Duneoody\, has been included. \nCommittee members are asked to read all the quotes so we can approve them as a full committee. \nA motion was made to include quotes for historical context on the memorial panels after they have been approved by the full committee. Motion Justine Bachman\, 2nd Steve Bachman\, approved by all. \n  \n\n DONOR RECOGNITION:\n\nDiscussion about recognizing donors lead to consensus that the memorial should not be cluttered with doner’s name on engravings and plaques inside the memorial.  The committee thought that donors should be recognized with plaques or engravings but\, they should be on granite outside the memorial fence.  Benches inside may be engraved on the edge of the seat and be sold only to veterans’ organizations. \nA motion for this policy was made by E. Handwerk\, 2nd by S. Bachman\, approved by all. \n  \n\n SOLICITING NAMES:\n\nJustine Bachman will create an ad on social media to solicit names of NWL Alumnae in hopes of reaching the younger Veteran’s from the War on Terror. \n  \n\n POST CARD MAILING:\n\nFurther discussion of reaching out for names led to a consensus to mail a two-part postcard to all residents that could be torn off and mailed back with veterans’ information.  This was completed by Hot Frog who did our mailer last year. Total cost was $3170.59 for 5966 mailings. Postage cost $1\,513.59 ($0.25ea.) plus printing cost $1\,622. \n  \n\n UPDATE ON DONATIONS: \n\n\nNew Tripoli National Bank donated $60\,000\nEight Oaks will sell specially labeled bottle of 3-year\, 100 proof bourbon from an original start-up barrel signed by local veterans. Proceeds will be donated to the memorial.\nOlde homestead Golf Course is sponsoring a “Miracle Tree” featuring light strands in a large tree at the clubhouse to be lit on November 28th. We can then solicit firm pricing for the granite benches so we can post a price to donate for a dedicated bench.  Chris provided pictures and pricing for all the trees to be placed around the memorial\, the firm pricing will allow us to take donations for trees now.\nRon Jerdon\, President\, Jerdon Construction has been working with the Greater Lehigh Valley Chamber of Commerce\, the Lehigh Valley Military Affairs Council and the Director for Veterans Affairs for Lehigh County to publicize our Memorial Project and create interest in potential donors for financial support. TREASURER’S REPORT: The bank statement of July 23\, 2020 for the Memorial account at New Tripoli National Bank shows a current balance is $24\,640.26. \n  \n\nWEBSITE: https://nwlehighvetsmemorial.org.\n\nNames of Veterans submitted for engraving along with their service information can be viewed on the memorial website. \nOur website is listed on the NWL school district site under the COMMUNITY tab on their homepage. \nTo date Nancy has loaded 1\,811 names and sorted names by the war or era they served.  Following the guidance we got from Lehigh Valley Granite\, about the number of names that can be engraved on a six foot tall panel\, we should be OK with 11 two-sided granite panels\, including quotations and three empty sides for future wars.  This layout would also provide more than 600 spaces to engrave names on the panels for future adds. \n\n QUOTATIONS for memorial panels: \n\nThe current list of historical\, patriotic quotes to be engraved on the memorial panels was given to the committee members for their review and suggestions for additional quotes.  Harold Haas suggested that a quote about women in military service should be added. \nW Dellicker suggested that the committee should vote to approve the final version of quotations when the time comes to place them on the appropriate granite panels. \nTo date we have 23 quotations and there are 22 engraved sides on the 11 granite panels.  This will provide one quote for each engraved side. \n  \n\n VETERANS SIGN-UP DATE:\n\nThe committee\, by unanimous consent\, extended the deadline for accepting names to be engraved from July 4\, 2020 to January 1\, 2021 due to the COVID-19 interruption in our design and fundraising activities. \nA note will be posted on our website homepage stating that the deadline for submitting names for the memorial will be extended. \n\n INFORMATION FOR CHURCHES:\n\nDistribution has been delayed due to COVID.  The extension of the sign-up date to January 1 must be communicated to the church information. \n\n POST CARD MAILING:\n\nA suggestion to do a post card mailing to update the community was discussed.  Chris Brown and Sandy Eckhart volunteered to create the message and include a picture on the post card. \nMotion was made to approve by Haas\, 2nd Hughes approved by all. \n 8. Handwerk met with Blue Mountain Vineyards to discuss future fundraising events. \nEight Oaks distillery is also interested in sponsoring a fundraising event. \nMore information will come as plans are made. \n 10. DISCUSSION: \nChris Brown said he will begin looking at how prep work could be started at the memorial site to do some preliminary grading in a way that would show some construction progress and drainage contours without creating additional work later on in the project. \nThe committee talked about letters to area corporations including outside the district such as Waste Mgt\, LVHN\, Air Products and Nestles asking for financial support. \nThe committee learned of an anonymous letter suggesting that non-resident school employees be included on the memorial.  The committee rejected the idea\, restating our original intent to recognize only RESIDENTS of the four townships as described in our Rules for Engraving document. \nADJOURN: Motion by H. Phillip asked if we could meet at the Korea Vietnam Memorial on the LCCC campus.  Wenz constructed the memorial and he wanted to show us some good ideas and some things we should avoid in the use of granite memorials for panels\, walkways and benches.  His ideas and cautions are recorded and will be considered in our design.\nFebruary 13 – Donald Christ met with David Hunsicker President and CEO of the New Tripoli Bank to discuss the progress of the memorial.\nFebruary 14 – Don Christ and W Dellicker met with Ross Post of Schochary Ridge Nursery to talk about types of trees and shrubs for the memorial grounds. Ross suggested the cost to furnish and plant a tree would be about $300 each not including a plaque to designate the donor.\nFebruary 15 – D. Christ and W. Dellicker phone call with Chris Brown to discuss the design changes that were suggested at our January 22nd meeting and print a large picture of the latest design for the Lynn Township Banquet on February 21st where the memorial progress will be presented.\n\n\n PUBLIC RELATIONS: The Northwestern Press ran a front-page article in their February 6th edition to announce the contract that the committee approved with Brown Design Corp.\n\n  \n\n DISCUSSION: DAR Monument – The committee discussed how to recognize the WW-II monument with names of Ebeneezer veterans that was erected by the Daughters of the American Revolution in the SE corner of the park. All of the names on the DAR monument will be included on the NWL Veterans Memorial panels. The actual physical monument will not be incorporated in the design of the NWL memorial but\, there will be a recognition of the DAR and their historical significance incorporated on the granite panels.  This may include an engraved DAR symbol or plaque and their local historical contribution.  A motion was made to approve this approach by Bill Mantz\, seconded by Eugene Handwerk\, approved by all.\n\n  \n\n SUB-COMMITTEE APPOINTMENTS: The following sub committees were proposed by President Christ\, after conferring with individual members. These sub-committees will continue the work of the Memorial Committee under a more organized structure so that each member can participate in the major areas of the memorial plan going forward.\nConstruction Committee: Meet as required\, on site\, with the Architect\, Contractors and Nursery.    Christ\, H. Dellicker said he would contact the NWL School District to put a link on the district’s website. \n 5. EVENTS AND ACTIVITIES: On December 19\, 2019 Don Christ and Bill Dellicker met with Chris Brown\, of Brown Design Corp. Landscape Architects and Planners to discuss design and construction costs\, and design and planning strategies. As a result of the discussion\, Chris Brown submitted four design options based on the committee’s conceptual sketch\, an opinion of the construction costs that included estimates for the materials and labor to build according to the conceptual sketch\, and a proposal for architectural design services. \n 6. DISCUSSION: Chris Brown of Brown Design Corp. was present at the meeting to review and discuss the design options\, the construction cost opinion and his proposal for design services as stated in #5 above. \n\nA question/answer discussion among committee members and Chris Brown resulted in many suggestions and new considerations to be incorporated into the design. Some of the suggestions included grading and stormwater management\, design with the future in mind for durability of materials and maintenance\, architectural aesthetics and drama as people approach the entrance\, lighting to enhance the memorial\, addition of a flagpole\, orientation of panels and using both sides to engrave names and historical quotations\, fencing ideas with stone pillars and lighting.\nOption 3 (of the four options submitted by Brown) was the unanimous selection to use as we move forward with our design. Chris will take these suggestions\, create a new drawing and update the cost estimate to reflect the committee’s design discussion.\n\n\nThe proposal from Brown Design Corp dated January 13\, 2020\, for Professional Services to complete the design development and construction documents for a total cost not-to-exceed $8\,925 was reviewed and discussed. A motion was made to accept and approve the proposal by Steve Bachman seconded by David Keller and unanimously approved by the committee.\nThe committee discussed the Brown Design cost opinion and the need for a project budget to move forward with fundraising and public awareness. A proposed total budget of $300\,000 to include design costs and construction contingency was approved by the committee with a motion by Steve Bachman\, seconded by David Keller.\n\n 7. NEXT STEPS:  \n\nNancy Zellner reported having 1425 names entered into the database towards our estimate of 3000. The committee discussed setting a deadline for accepting names to be engraved on the memorial panels. Ad-hoc committees for the Dedication Ceremony\, Memorial Booklet\, Fundraising\, Publicity\, Construction Management\, and Data Base Maintenance could utilize volunteers to help the appointed committee.  Needs further discussion/action.\n\n\nDiscussion ensued about incorporating the Ebenezer Cemetery’s WW-II memorial into the new memorial design. He will attempt to set up a date with the Northwestern Press and/or Anna Gilgoff for the picture at the memorial site in Ontelaunee Park.  More to follow…\nDanny Staub of Lehigh Valley Signs donated an aluminum sign “FUTURE HOME OF THE NORTHWESTERN VETERAN’S MEMORIAL” which has been placed on site in the park.\n\n  \n\n DISCUSSION:\n\n\nDonald Christ contacted Richard Nothstein of the Palmerton Vet’s Memorial regarding our discussion about where to place Veteran’s names who were in more than one war on the panels in the memorial. Their practice was to put the name on only once for the earliest war.  The committee thought that this should be put in our RULES for Engraving Names.     A motion was made by Terry Rehrig\, second by Harold Handwerk\, approved by all.\nAnna Gilgoff told Donald Christ she would like to interview committee members and write an article about the Memorial. Donald will coordinate a date and inform committee members.\nDonald Christ was questioned by a resident asking if someone who served in the Civil Air Patrol (CAP) during WW-II would qualify as a Veteran to be included on the memorial. After research\, it was determined that CAP volunteers were not considered Veterans\, they never took an oath or received. an honorable discharge.  Their service was in a volunteer auxiliary unit for civilian service.  The committee consensus was that CAP volunteers would not be included on the memorial as a Veteran.\nFuture maintenance costs should be considered as part of the costs for the memorial construction.\nLarge donors such as individuals\, corporations\, organizations should be listed on a granite panel as Patrons. The actual amount considered to be a large donor patron was not discussed.\nA fundraising idea was discussed to consider creating a book that chronicles the Memorial design and solicit patrons to be listed in the book. The current balance is $10\,552.14.  $145.05 (net after transaction costs) was received through the website via our new Stripe account.  Motion to accept the Treasurer’s report by Bill Mantz\, seconded by Harold Handwerk\, approved by all.\nWEBSITE: Our website at  https://nwlehighvetsmemorial.org.  has received 295 visits since June 2\, 2019 as recorded by a website monitor\, Analytics\, which tracks activity visits to our site.  A copy of the Analytics report is attached electronically.\n\nAccording to Wayne Kessler\, our web page designer\, we can automatically transfer Veteran’s information for the memorial to the Excel spreadsheet Nancy is loading name into.  Nancy said she can take individual forms and manually enter the information if they come in a few at a time. \nNancy reported that she has approximately 1\,100 names loaded into our data base. \nSince our mailing was sent out\, the Township office has received 30 Veteran’s information sheets and $700 in donations. \n\nDONATION ACKNOWLEDGEMENT CARD: 1000 cards were purchased to acknowledge receipt of donations for a cost of $231 from Smith’s Print Shop in Walnutport.  When issuing a card for a donation please add the date of receipt.  Donations of $500 or more will be acknowledged with a formal letter that includes tax exempt information.  \n\n\n\n MASS MAILING: Our information letter for the Memorial was mailed to 5\,957 residents of all four Townships.  The mass mailing was contracted to Hot Frog Print Media\, LLC for a total cost of $3\,727.22.  Total cost included $1\,493.84 postage\, $2\,216 printing and $17.38 shipping to Post Offices.  The letter was attached to the June minutes.\n\n\nEVENTS AND ACTIVITIES: Don Christ\, Harold Handwerk\, Steve and Justine Bachman\, Terry and Linda Rehrig represented the Memorial Committee at the Night in the Country on August 24.\n\nWe were invited by the Pioneer Apple Fest to set up a booth on October 5th to hand out information about the Memorial.  We were asked not to solicit donations. \nDonald Christ asked the committee to participate in a group picture of the entire committee for future communications to the community.  He will attempt to set up a date with the Northwestern Press for the picture at the memorial site in Ontelaunee Park.  More to follow… \nThe Lowhill/Weisenberg Historical Society festival is on September 14 and 15.  Donald will try to line up committee members for a presence on one of those days. \n\n DISCUSSION: A discussion about where to place Veteran’s names who were in more than one war on the panels in the memorial. The address is NOT case sensitive.\nWEBSITE: Our website is up and available to view at  https://nwlehighvetsmemorial.org.  Visitors to the website can access Our Vision\, a google map showing directions to Ontelaunee Park\, contact information\, committee members\, a form to submit Veteran information to fill out and mail on-line or US Mail\, Rules for engraving names on the panels\, picture of the design concept and meeting minutes.  Future pages will show the construction schedule and progress\, donation status vs. the goal for required funding and a page to make on-line donations using a credit card or where to send a check.\n\nSince this meeting on May 21st\, we have applied to and have been accepted for a payment gateway that will enable us to have credit card donations sent directly to our account at our financial institution.    The web developer will do test runs to ensure that credit card donations are received by the bank before rolling this out.  Information will include how donors can also send a tax deductible check to the township for the memorial. \nACTION REQUIRED: We need to send Wayne Kessler some information about what we want on our donations page such as levels of giving i.e. $25\, $50\, $100\, $250 plus OTHER.  Do we want to assign a name to each level of donation?  What fields need to be completed such as name\, address\, credit card info\, etc.  Should we encourage a donation level\, for example\, if our memorial cost is $300\,000 and we have 3\,000 names\, the cost per name would be $100. \n\n NAME CHANGE: The committee unofficially decided to change our name to Northwestern Lehigh Veterans Memorial from Ontelaunee Park Veterans Memorial when we included all three Townships. Eugene suggested after we closed the meeting that we need to make a formal motion to officially change the name at our next meeting.\nDONATION ACKNOWLEDGEMENTS: Discussion about sending a formal letter or post card to donors to acknowledge receipt of their donation. Eugene and Donald will talk to Tammy about how this should be done. Donald is looking into a suitable card that can be sent to donors as used by our fire companies for this purpose.\nLETTER TO THE COMMUNITY: Now that we have our website up and running and are completing the donation page\, we discussed the need to send a letter requesting donations and Veteran’s information for the memorial from all four Townships. Donald will approach all Township officials to request that each Township send a mass mailing of a letter written by the memorial committee.\n\nDave Keller moved to approve\, Eugene Handwerk 2nd\, approved by all. \n\nNONPROFIT STATUS: Donald and Harold met with Charles Stopp regarding nonprofit status. Atty. Stopp recommended that we piggybacking on Lynn Township’s legal status for receiving tax deductible donations into our memorial account. The major advantage\, aside from the initial application cost that could reach $4\,000 and the administrative attention that the committee would have to monitor\, is the continuity with Lynn Township for maintaining our checking account\, auditing requirements\, and future maintenance of the memorial after construction into the future.  This legal opinion was received after our March 4th email discussion about pursuing our own 501c3 status during which the committee’s consensus was to apply for it.\n\nEugene Handwerk made a motion\, seconded by Harold Handwerk\, and approved to adopt Atty. Stopp’s recommendation stated in paragraph #1 of his letter dated May 2\, 2019\, to piggyback with Lynn Township rather than pursuing our own 501c3 non-profit status. \n\nAcknowledgement of DEB ANGST for donation of baked goods. Donald and Harold had an information booth set up in Ontelaunee Park on April 27th for the Lynn Township Yard Sale. Deb Angst donated baked goods to the Memorial that were sold to attendees for a sum of $122.  Thank you\, Deb!\nNAMES ON MEMORIAL PANELS: There was a short discussion if there should be a minimum time of Township residency required to have a Veteran’s name engraved on the panels. The consensus was to not require a minimum time of residence to be included.\n\nA suggestion to make a change to our “RULES for engraving names” #7.  Instead of stating that “All names included are based on public records…”  we should say “Some names are included…”  This was suggested because some names come from cemeteries and public historical records however\, some are submitted by private citizens\, family or friends. \nMotion to make the change by Eugene Handwerk\, seconded by Harold Handwerk\, approved by all. \n\n10. MEETINGS WITH SUPPLIERS Bill Dellicker recapped the meetings with local Memorial suppliers and contractors:\n\nWentz Memorials 10/30/18 w/ Bill Dellicker \nWomer Memorials 11/2/18 w/ Don Christ\, Bill Dellicker \nBrown Design Corp. 11/20/18 w/ Don Christ and Bill Dellicker \nLehigh Valley Granite Studio 12/4/18 w/ Don Christ Bill Dellicker\, Eugene Handwerk and Harold             Handwerk \nThe meetings were requested to get information and advice from local experts about the proposed location\, materials for granite panels and pavers\, design considerations\, and other information that may help us develop design specifications when that time comes.  No commitments were made to any of the Suppliers and they were told there would be some kind of competitive bid process to select a supplier and contractor to build the Memorial. \n  \n\nDISCUSSIONS were held on the following topics:\n DESIGN The concept for a design that would enclose a star in a circular wall of panels that was             offered as a starting point for the committee to develop.  A conceptual sketch drawn by Bill        Dellicker was made into a professional plan view by Chris Brown to begin discussions about the     design and to provide a marketing tool to show prospective donors and supporters the scope of     the memorial project.\n INFORMATION SHEET  A signature line was added to authorize the public use of the information provided on the Veterans Information sheet.  It was recommended that an email             and phone number be added also.  The spelling of Heidelberg was corrected.\n LETTER TO CHURCHES AND ORGANIZATION  The letter\, attached to these minutes\, can be used      by any committee member to advertize and solicit Veterans’ information.  The letter can be           opened in Microsoft Word and customized by any committee member by typing the date and the   organization and adding the members name and phone number at the end of the letter.    The       spelling of Heidelberg was corrected.\n MOTION to approve the documents in b. and c. above\, with the noted corrections\, was made            by David Keller\, 2nd by Justine Bachman.  Motion approved.\n EMAIL ADDRESS  During the discussion about the need for an email address for the committee\,             Justine Bachman created and established an email address with GMAIL!!  The new email address          for the Memorial Committee is officially:  OPVetMC@gmail.com\n\nThe email address is NOT case sensitive.  Thank you Justine for your prompt action! \n\n QUOTATIONS FOR PANELS  A handout was given to members to suggest that historical quotes             related to Veterans\, military\, patriotism\, etc. be engraved on the panels for an historical context to       the service of the veterans and their families.  Members were asked to think about this idea and      search for quotations they think would be appropriate.\n RULES  a draft handout was discussed to establish rules or guidelines for names of Veterans to          be included on the Memorial.  A copy of the RULES is attached to these minutes.\n WEBSITE  The committee thinks a website is needed so that donation can be taken online and           we can communicate progress of the Memorial design\, construction and donations to the public.\n 501-C-3  Further discussion and advice is needed to determine if a separate 501-C-3 is needed           to accept tax exempt donations for the Memorial.\n\n  \n\nREPORTS FROM THE TOWNSHIPS:\n\nHeidelberg – Steve Bachman said Progress is being made to make the Memorial known to the public.  Eugene Handwerk collected 11 more information sheets\, is continuing his efforts to get information from Heidelberg Church\, is working on getting names from a Civil War Monument at Heidelberg Cemetery.  An email from Eugene stated the following about the account for the Memorial Committee: \n“… the account has $8105.99.  The only recent expense was $88 for copies and laminates… The money is in the township account.  To disperse funds\, Tammy will record moving  money from the OPVMC category and cut a check from the township account and track it that way.” \nLynn – On Feb 9th Lynn Township will have their annual banquet\, Don Christ will give an update about the progress being made on the Memorial. \nLowhill – no report \nWeisenberg – The Township has a link on their website home page that directs people to the form we have to collect Veteran’s information. \n  \n\n6. No action or decisions were taken.\nDiscussed and decided that the memorial shall include all Veteran residents of the four Townships   who served either before\, during or after residing in the NWLSD; whether or not they served in an actual combat theater\, and including  those who are buried in a cemetery located in the NWLSD.  The committee agreed that when deciding if someone should be included\, we should err on the side of inclusion rather than exclusion.  Steve Bachman noted that there would be a never ending addition of names on the memorial\, and accommodations for this fact should be considered in the design.\nThe concept of a digital KIOSK to provide Veterans’ information was discussed. Open issue for future consideration with more information as to cost\, benefits and availability.  Another suggestion was to make archived information available on our website for people to research.\nHarold Handwerk contacted St Peter’s Lynnville Church\, Living Stone Fellowship Church\, Red Church\, Frieden’s Church at Stony Run and the recent Berksey Train reunion attendees.\nHarold Haas suggested that a signature line should be provided on the Veteran’s information sheets to grant permission for the Committee to make the information public. Bill Dellicker will add a signature line to the information sheet.\nADDRESS – Lynn Township Office address shall be used for all correspondence to the Memorial Committee including Veteran information\, donations\, etc.\n\nLynn Township \nVeteran’s Memorial Committee \n7911 Kings Highway \nNew Tripoli\, PA 18066 \n\nDATA BASE – Nancy Zellner said she has loaded about 700 names into our database from the lists provided by local  church cemeteries and the Civil War list.\nWEBSITE – Website design was discussed\, Justin Smith will check with the designer of the Township website for cost and their ability to make ours. Justin Smith will also look for an      available domain for the website address.  Discussed requesting that the School District\,      Townships and Churches put a link on their  websites to the Memorial Committee website.\n\nJustine Bachman said she would help to put our Committee news on Social Media \n\n501-C-3 – The Committee is currently using the Lynnn Township non-profit status for donations.        After discussion it was decided that we should look into filing for our own 501-C-3 status that      would potentially relieve us from procurement regulations that government entities are required   to follow for bidding on contracts.  Tammy White has already contacted the IRS about this\n\nprocess. Discussed the need for a Township Solicitor’s opinion to clarify any procurement \nrules\, law or code the committee is required to follow for purchasing services and materials. \nHeidleburg – \n\nEugene Handwerk wrote an article for the Heidleberg Church newsletter describing the Ontelaunee Park Memorial and requesting Veteran information. Carl Breininger will give Eugene the names from Weisenberg Church that was recently updated. Eugene Handwerk will contact  the Northwestern Press to include an article about the Memorial after we have a website address to be included in the article.\nE Handwerk was nominated to be the second Township representative for Heidleberg.\n\nLowhill – \n\nEugene Handwerk will contact Morganland Church for Veterans information.\n\nWeisenberg – \n\nHarold Haas agreed to contact the Weisenberg Fire Co. and the following churches: Hope Community Church\, Lighthouse Baptist Church\, Salem Methodist Church.\n\n  \nNext meeting is January 8\, 2019\, 7:00 PM at the New Tripoli Fire Company. \nAdjourn – 8:40PM – Motion by Steve Bachman\, 2nd – Bill Mantz

DESCRIPTION:Meeting Minutes\,  Sept 20\, 2018 \nPresent: E Handwerk\, D Christ\, H Handwerk\, W Dellicker\, J Smith\, R Bleiler\, \nDonald  Christ presided and led discussion on the following topics: \n\nElection of officers was postponed for lack of full committee attendance.\nInformation was received from Gloria Zimmerman about local veterans who served in the Revolutionary War and Civil War. Veterans names on local cemeteries from the Slatington Legion.  Nancy Zellner was given some information to begin designing a data base program and enter names.\nGloria Zimmerman said Wentz Memorials in Brienigsville just erected a Veterans Memorial in a western state with 3000 names.  Bill Dellicker will try to get information about the scope\, design and cost from Wentz.\nDiscussed who should be included in our Veterans Memorial. Consensus was that all Veterans who served either before or after residing in the NWLSD\, whether or not they served in an actual combat theater and  those who are buried in a cemetery located in the NWLSD should be included.  The committee agreed that when deciding if someone should be included\, we should err on the side of inclusion rather than exclusion.\nThe concept of a digital KIOSK to provide Veterans’ information was discussed. Open issue for future consideration with more information as to cost\, benefits and availability.\nDiscussed the need for a Township Solicitor’s opinion about any procurement rules\, law or code the committee is required to follow for purchasing services and materials.\nDonald Christ stated that all donations to the Memorial will be sent to Tammy White at the Lynn Township Office to be deposited in a designated Memorial Fund. The Township’s 501-3C non-profit status will provide tax-exempt status for donations. He stated that the Township is audited and would therefore provide oversight of the Committee’s account.\nThe Committee agreed that a website needs to be created along with Facebook and other social media for communications\, access to information and submitting Veteran’s information for the Memorial.\nDiscussed requesting that the School District\, Townships and Churches put a link on their websites to the Memorial Committee website.\nMembers present were assigned Churches to contact for Veteran’s information.\nMeeting times were discussed to try to accommodate everyone’s busy schedules. It was decided to hold meetings on the 4th Thursday at 7:00PM.\nNext meeting is October 23rd at 7:00 PM.
